Proposals by the Hong Kong Government.

A complete scheme for the formation of a Hong Kong

R. N.V. R. force was put forward by the Governor in 1926.

This scheme was approved by Their Lordships, and en

officer, resident in Hong Kong who had volunteered to

organise the force, proceeded thither in November, 1926,

with an authorised copy of the complete scheme as approved.

The Admiralty proposed to give a Twins crew Minesweeper

fitted out for minesweeping on the understanding thet

the Hong Kong Government would be responsible for her

upkeep, and, in the event of war, place her at the
